What is the best starting boss in Empire of Sin? ›

My first thought is Frankie Donovan or Goldie Garneau. Both are among the strongest overall, they have useful non-combat bonuses, and combat abilities that are relatively straightforward and easy to use.

Empire Of Sin lets you take the role of one of 14 criminal masterminds of the time - some real, some fictional - to take control of the city in XCOM-style turn-based combat. I'd do the game an injustice to describe it as gangster XCOM though.

The game starts with the player selecting a boss character, several of which are directly modelled on Prohibition-era criminals such as Al Capone, Dean O'Banion, and Stephanie St. Clair, while others, such as Goldie Garneau, are fictional but take inspiration from the era.

And since it's rare we can have nice things, Empire of Sin came out on the 1st of December, 2020, and it was a massive disappointment: a buggy and unfinished mess, with substantial game-breaking bugs that wouldn't allow players to even finish the game they paid full price for.

You can assign them different roles and they aid you in fights against other mob bosses and when you take over buildings. Some are better than others, and there are all different types to choose from, but you can only have ten in your crew at a time.

Both Romero and PDX have otherwise abandoned this game, and because it sold so poorly, neither made any money on it, and PDX allegedly lost money. It is dead, excepting the last pre-sold DLC.

Overall, these changes appear to revitalize Empire of Sin, particularly combating the mid to late-game slump some players have experienced. Whether or not they purchase the premium expansion, the game looks to be moving in a positive direction by adding more variety than there was before.

Each boss has unique abilities and perks, so players should choose their main character carefully. There are currently 14 bosses to choose from in Empire of Sin, and a new boss to come with the Make it Count DLC.
