The following are the duties of this position at the full working level.

  • Ensures that the organization's strategic plan, mission, vision and, values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
  • Articulates and communicates to the team the assignment project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
  • Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; achieving desired results; and ensuring that each employee has an integral role in developing the final team product.
  • Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.

  • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:

Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude.

You must also have experience with a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study.

Knowledge of the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service.

Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations.

Experience working effectively with others and maintaining harmonious relationships with all parties and communicating effectively both orally and in writing.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

AND

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
